For example, Orange haunted by the epic 2011 failure of Imani Elementary Charter Academy, whose pupils lacked acceptable books or computers set higher standards for schools to stay open than the state's. However, now the state has pre-empted those local standards by imposing a one-size-fits-all model contract. Or as Orange County School Board Chair Bill Sublette described it: "a charade." His ire has been sparked by Charter Schools USA. It's applied to open a school in Seminole, two in Osceola, and three in Orange, where it already operates two schools.
